Meet a medical background IPS, leading the fight against Covid-19 in Jharkhand’s most industrialised belt

Interview of Jharkhand’s Covid-19 Warrior– IPS Dr Ehtesham Waquarib

Dr Ehtesham Waquarib has donned many a hat in his career. The 34-year-old Indian Police Officer (IPS), before donning his olive uniform used to work as a doctor in Community Medicine with the World Health Organization (WHO). At a time when India is facing the challenge to combat Covid-19 like the rest of the world, IPS Dr Waquarib has come forward with a 60-day plan for his district – East Singhbhum to take on the highly contagious coronavirus in Jharkhand’s most industrialized belt. The 2015 batch IPS, an AMU alumni took out time from his busy schedule as the SP Jamshedpur (GRP) to answer some pertinent questions for our readers, in an email interview with eNewsroom:

Q: What’s the master plan designed by you? How will it help to fight Corona Virus threat?

A: I am leading the containment-cum-surveillance team of East Singbhum. I meet doctors, magistrates and police officials of this area, with the intention of bettering the coordination among them, to tackle Covid-19 pandemic in a better way.

The team comprising over 1000 members, does not only work for the containment and surveillance of Covid-19. They have also been taught and counselled on a daily basis to increase public participation.

In the past, I have worked as a doctor in Community Medicine. This experience, has helped me in preparing a road map of next 60 days. My study of MBBS and MD has helped me in understanding the epidemiology of Covid-19.

We have applied this knowledge to procure items to well equip East Singhbhum’s Sadar hospitals, Community Health Center (CHC)s and Primary Health Center (PHC)s. We have also roped in private hospitals to ease the pressure on government hospitals.

Even minor details like – preparing duty rosters for doctors for better efficiency, making arrangements for more beds, assessing the number of ICU and ventilators that will be needed, is being noted. A detailed report on the number of Viral Transmission Media (VTM)s, Personal Protective Equipment (PPE)s, gloves masks, pulse and oximeters among others will be needed, is being prepared.

We are facilitating training of healthcare professionals and technicians so that they can protect themselves when treating patients with Covid-19. It is our top most priority, as we are seeing that healers are the most affected by the contagious virus.

We are using Telemedicine to reach remote areas of Jharkhand, thereby enabling people to directly interact with doctors as well as specialists. This has cut down unnecessary visits to medical centres in the time of social distancing which lessen the burden on doctors and patients too. We have also introduced a helpline number for psychological counseling.

Disinfection chambers have also been set up at hospitals for medical staffs and for other essential services staffs.

Mobile sample collection booths have been initiated to reach far-flung areas. It will decrease risk posed to both health care persons and public at large.

We are also isolating districts to map the possible hotspots. My active surveillance team members are conducting door-to-door screening. We have also begun an aggressive contact tracing campaign to identify those affected and have them sent to the quarantine centre.

Q: Who will be covered in this plan?

A: I lead the containment-cum-surveillance team of district East Singhbhum (Jamshedpur) of Jharkhand which has a 23 lakh population- roughly the size of Australia. This population comprises both urban and rural folks. It’s one of the most industrialised area of Jharkhand.

Q: How you are implementing these plans? Are you satisfied from the plan?

A: I am taking regular meetings with the members to daily monitor surveillance teams.

The teams under SP Jamshedpur (GRP) consists of mainly ADM Law & Order, Civil Surgeon and District Surveillance Officer and all administrative officers (BDO, CO, Ex-Magistrate and Medical officers) are by default working for this.

We have also engaged professors and students of XLRI Jamshedpur to train our surveillance workers. They are of really great help in our endeavour.

There is also a reward system for the better performing teams.

All the travelers from other Indian states using station footfalls in last few days before lockdown were made to undergo institutional quarantine or home quarantine on the basis of thermal scanner and checklists put at railway stations. Regular follow up is being done by making phone calls twice a day. In case of any SOS our medical team immediately rushes to the spot.

Data of foreign travelers in the last 3 months is being scrutinized, house to house tracing, advising home quarantine, isolating and sampling of those who are fulfilling ICMR guideline.

Thousands of ground workers are working on the field, doing active surveillance and 100 lab technicians are ready to collect samples throughout the district.

Our borders are perfectly sealed and police is continuously keeping a tab on people coming in or going out of Jharkhand. All medical emergency and essential items have been provided for the border area.

Models and dashboards have been made to track the work done as well performance of such a large army of ground workers.

Till April 18, we have collected and tested over 400 samples as per ICMR guidelines. The results were negative.

No positive case in East Singhbhum in last 28 days. On the way to be declared ‘Green Zone’.

I am very much satisfied with our team work.

Q: Is it funded by Railway or in association with state and central government?

A: No it’s not funded by the railway. I am voluntarily giving my service to my place of positing and my home state Jharkhand. But whatever, I am doing is in association with the state government.

Q: Do you have any specific plan to deal with migrant workers?

A: The issue of migrant workers is being looked after by district administration itself.

Q: Apart from Railway coaches prepared as quarantine centre in what other ways do you think Railway can help to fight from the Corona threat?

A: Railways is successfully providing movement of essential goods throughout the country when all mode of transport have completely come to a halt, it’s truly the lifeline of our country.

Marzia Pathan who shot into fame guiding traffic assumes political role

A young woman wearing a hijab is directing traffic on the streets of Mumbra, a muslim majority area Mumbai and a video of this scene posted on social media makes her a social media sensation two years ago. During Ramadan, this young woman and her friends manage traffic late into the night, even till 2 AM, in Mumbra.

She is Marzia Shanu Pathan, a social worker from Mumbara, Mumbai, maharashtra.

Through her social work, Marzia is always in the spotlight. She voices concerns for underprivileged and minority groups and. Recently she was appointed as the National Working President of the Nationalist Student Congress, an affiliate of the National Congress Party faction led by Sharad Pawar’s faction.

Marzia received her appointment letter from Sharad Pawar, the party’s National President, and Jitendra Awhad, the party’s National General Secretary.

Marzia told Awaz-the Voice, Marathi, “This position comes with significant responsibility. I aim to work extensively for youth and students, especially in education. I intend to address the many issues students face.”

Marzia stated, “Due to financial hardships, students are facing numerous challenges these days. My focus will be on ensuring government scholarships reach them. Often, essential government schemes are announced for the needy sections, but due to administrative apathy or lack of awareness, many remain unaware of these schemes. I want to bridge the gap so no one is left out. Our country will progress only if today’s generation is educated. Therefore, resolving youth issues will remain my priority.”

While speaking about Marzia’s contributions, Jitendra Awhad once compared her to Malala Yousafzai, saying, “After the Taliban captured Pakistan’s Swat Valley, Malala fought for her right to education, even taking a bullet in 2012. Later, a protest for women’s education rights was organized in Mumbra, led by a young Marzia, just 10-12 years old then. Since that time, I’ve seen her work. I firmly believe this young woman is poised to lead not just Mumbra, but all of Maharashtra.”

Marzia is known as a spirited young activist in Thane. She is the daughter of Ashraf Shanu Pathan, former Leader of the Opposition in the Thane Municipal Corporation.

This father-daughter duo has been working to address fundamental issues in Thane for years, from water and waste management to health and women’s safety.

Marzia’s activism has helped resolve various issues in Mumbra and Thane.Through her organization, MSP Care Foundation, Marzia began her social work journey. An educated leader, she actively represents student concerns to the administration. She also organizes awareness programs on the Constitution among students and youth.

Under her leadership, Mumbra hosts monthly eye-checkup camps for residents, where cataract surgeries are provided free of charge for senior citizens.

Recently, the National Commission for Protection of Child Rights (NCPCR) recommended halting funding for madrasas to the Chief Secretaries of all states and union territories. They also proposed recording the attendance of children in these madrasas, which created a national uproar. However, the Supreme Court recently stayed NCPCR’s recommendation.

In response, Marzia made efforts at her level to prevent the discontinuation of madrasa education. Through videos, she passionately explained why funding and the traditional teaching methods in madrasas are essential, and her video went viral.

In the charged political climate of the Maharashtra Assembly elections, her appointment brings a significant boost to the party.

Marzia’s robust social work, dedication to following through on initiatives, strong grassroots connections, and social media presence will help expand the party’s organization and aid election campaigns. Wishing such a young, dynamic personality continued success in her social journey!

Hands of Hope: Serving Humanity

In the heart of Bengaluru, an organization known as ‘Serving Humanity’ is significantly impacting the lives of the less fortunate. Founded on September 15, 2023, this NGO has rapidly expanded its initiatives from distributing food packets to empowering and supporting families.

Speaking to Radiance News, Secretary Syed Ehsaan Karim said, “Inspired by a local NGO, Serving Humanity began with a simple yet powerful mission of distributing food every Friday to slum dwellers and other deserving individuals. In its inaugural week, the organization, with limited funds, managed to distribute about 30 food packets. Our motivation comes from the verse in the Holy Quran, ‘…and give food to the poor, the orphan, and the captive.”

He added, “We are an organization dedicated to feeding people, upholding the rights of individuals, and following the ‘Baitulmaal’ culture of Islam. We noticed many discrepancies at some places around us, as these concepts are often exploited in and around our city. Through Serving Humanity, we aim to extend help to the neediest people in and around Bengaluru.”

Every Friday, volunteers target different locations, ensuring that aid reaches a broad spectrum of individuals. This consistent effort has provided sustenance and built a sense of community and trust among recipients.

Soon the organization started assembling and distributing ration kits, which include essential food supplies designed to last a family for a month or more. These kits provide more than just temporary relief – they offer a lifeline to families striving to achieve stability.

The overarching goal is to uplift individuals and families, helping them move towards self-sufficiency and stability.

The latest and perhaps most transformative initiative of ‘Serving Humanity’ is small business empowerment. Grounded in the philosophy of “Give a man a fish and you feed him for a day; teach a man how to fish and you feed him for a lifetime,” this program aims to provide long-term solutions to poverty.

Through this initiative, the NGO identifies deserving individuals and offers them both moral and financial support to start or expand their small businesses. This empowerment enables individuals to become economically independent, fostering sustainable development and long-term stability in their communities.

Vice President Khysar Jabeen said, “The thought of helping the less fortunate inspired me to join Serving Humanity. Each drive brings immense satisfaction, from tackling hunger and covering students’ fees to paying hospital bills, building homes for orphans, and setting up small businesses. With our dedicated team, we aim to achieve even more, In Sha Allah.”

The true impact of the NGO’s work is reflected in the smiles and gratitude of those they help. From the immediate relief provided by food packets to the enduring support offered through business empowerment, ‘Serving Humanity’ is creating meaningful change in the lives of many.

The team conducts ground surveys and background checks to ensure aid reaches the most deserving and needy individuals. Since its inception in 2023, the team has successfully served over 8,600 meal boxes, distributed more than 440 ration kits, provided financial aid for 15 empowerment cases, and covered 40 locations.

‘Serving Humanity’ stands as a testament to what can be achieved when compassion and action come together. The dream is to create a self-sustaining model where today’s beneficiaries become tomorrow’s benefactors, creating a ripple effect of positive change.

Iqra Farooq, Srinagar Tailor’s Daughter, Finishes 2nd in JKAS Exams

Iqra Farooq Bhat, from Zakura, Srinagar, has secured the highest rank in the Kashmir region and the second rank overall in Jammu and Kashmir in the Jammu and Kashmir Administrative Service examination.

Daughter of a tailor, Iqra invested three years in intensive self-study to prepare for this challenging exam. She shared her passion for making a positive impact, saying, “I have always wanted to reach a position where I can make a difference.”

Despite financial constraints, Iqra remained focused, proving that determination and self-guided learning can overcome obstacles. Unlike many who attended coaching centres, she chose to prepare independently through online resources.

“I didn’t opt for coaching and believe it’s unnecessary if you can effectively utilise the internet. It provided me with everything I needed,” she explained.

Iqra’s journey was challenging, especially due to her family’s limited finances. Her father, Farooq Ahmed, faced hardships at times, yet Iqra’s parents continually supported her.

“My mother and father never let me feel the weight of our financial struggles. Their belief in my potential kept me motivated,” she recalled.

After receiving her exam results, she expressed relief and gratitude: “I wasn’t sure I’d rank this high, but I’m thankful to Allah for this blessing.”

Ahmed said, “Every parent strives to do their best for their children. My daughter worked hard, and God has rewarded her.”

Iqra, who has been driven by a desire to help others since childhood, is committed to serving her community. “I want to support future aspirants and remind them not to lose hope. Even if they don’t qualify the first time, they can continue working hard,” she said.

She explained, “Coming from a humble background doesn’t mean you can’t dream big. You can succeed with the right resources. My family supported me financially, emotionally, and materially. Coaching can guide you, but ultimately, it’s your effort that matters.”

Ullal Darga was handed over on Wednesday March 8.

District Wakf officer Sayyed Mohazu Pasha and district Wakf advisory committee president Abdul Nasir Luckystar directed treasurer U K Ilyas and members to hand over the charge.

However U K Ilyas requested for a month’s notice period to hand over the accounts alleging that Wakf board has not issued a notice.

Wakf officer in his clarification said there will be a month’s time to hand over the accounts and documents as per rule No. 68. “The ones who won the elections will be in authority. The new committee should not ask for accounts of the Darga but should conduct the administration. The new committee will be active from today. The committee that was in authority so far will be out of power after this”, he said.

MEIF Honored with Kannada Rajyotsava Award for transformative contribution in education sector

The Muslim Educational Institutions Federation (MEIF), a prominent educational organisation operating in Dakshina Kannada and Udupi districts, has been honored with the prestigious Kannada Rajyotsava Award this year.

The Karnataka state government recognized MEIF’s significant role in revolutionizing education within the Muslim community across both districts. Founded by former Higher Education Minister of Karnataka, BA Mohidin, MEIF’s commendable efforts in education for the past 22 years have earned them this esteemed accolade.

In response to the educational gaps prevalent among Muslims in Dakshina Kannada and Udupi districts, Mohidin initiated free English classes within mosques’ madrasas during daytime. The positive reception from the community led to Jamaats in undivided Dakshina Kannada establishing English medium schools within Madrasa premises.

Encouraged by the overwhelming response, Mohidin conceptualized the Muslim Educational Institutions Federation (MEIF) in 2001.

Today, MEIF comprises 180 English medium schools and pre-university colleges across Udupi and Dakshina Kannada, catering to 60,000 students and employing 6,250 teachers. Notably, students of all communities and religions study in these institutions.

MEIF’s mission centers on the belief that education is pivotal for development and strives to empower Muslim community, through education.

The Federation extends guidance to member-school boards on administrative matters and conducts regular training sessions for teachers, students, and parents across its five zones.

MEIF’s concerted efforts have yielded remarkable results in annual examinations, with an impressive 83 percent of students achieving distinction and first-class grades in recent years. Furthermore, pre-university students have displayed consistent improvements in their academic performances.

Operating with government approval, MEIF’s private unaided schools, primarily located in rural areas, maintain affordable tuition fees. Financially disadvantaged students receive free education, while others are charged nominal fees.

Additionally, MEIF facilitates 174 SSLC students’ admission to prominent PU colleges in the districts, supporting over 300 eligible rural students in securing free seats in technology institutes in Mangaluru and Bengaluru.

MEIF has also been instrumental in adding interest among high school students in civil service careers, organizing training sessions to enhance their skills. Over the past three decades, MEIF has played a pivotal role in enhancing literacy rates and women’s education in Dakshina Kannada and Udupi districts.

Founder-chairman of MEIF and esteemed educationist PA Khader Kukkady significantly contributed to the Federation’s development.

Following his tenure, Mohammed Beary Yedapadavu assumed the role of chairman, steering MEIF to greater heights.

Retired officer Moosabba P Beary is currently running the Federation successfully as its President.

Umar Teekay serves as the honorary chairman of MEIF, while Syed Mohamed Beary is the chief advisor. Riyaz Ahmed Kannur is the current general secretary of the federation.

Karnataka Rajyotsava Award announced for Dr. Thumbay Moideen

The Karnataka Government on Wednesday named Dr. Thumbay Moideen, son of prominent community leader late B. Ahmed Haji Mohiudeen, among the recipients of this year’s Karnataka State Rajyotsava Award. A prominent alumnus of St. Aloysius College, Mangaluru, Dr. Moideen has earned widespread recognition in the UAE and beyond for his contributions to higher education and healthcare.

Dr. Moideen founded the THUMBAY Group in 1997, a diversified international conglomerate that has since expanded into health education, healthcare services, and medical research. In 1998, he became the first Indian invited by the rulers of Ajman to establish a medical college in the UAE. This institution has now grown into a university with its own network of hospitals, clinics, medical centers, and pharmacies throughout the country.

Dr. Moideen has been featured in respected publications, including Forbes Middle East and Arabian Business. His achievements have also been recognized with an Honorary Fellowship from the International Medical Sciences Academy (IMSA) and an honorary doctorate from Amity University.

The Karnataka Rajyotsava Award, also known as the Rajyotsava Prashasti, is the second highest civilian honor in Karnataka, India. The award is given annually to recognize citizens of Karnataka and others who have contributed to the state in various fields: Arts, Education, Industry, Literature, Science, Sports, Medicine, Social Service, and Public Affairs.

The award is presented on November 1, the day of the state’s establishment, which is celebrated as Kannada Rajyotsava.

The Voice of Blood Donors® collects 56 units of blood camp held in city

Mangaluru, KARNATAKA :

Mangaluru :

The Voice of Blood Donors® organized a blood camp in collaboration with City Street Vendors Association and blood bank of Indian Red Cross Society (IRCS) at Town Hall here on Tuesday January 20.

It was held to mark Foundation Day of City Street Vendors Association.

Fifty-six units of blood was collected at the camp by IRCS.

The ration-kits were also distributed to civic workers on the same occasion.

The Voice of Blood Donors established 3 years ago had collected over 3,000 units of blood by organizing many camps in Dakshina Kannada (DK) district.

It has over 700 dedicated members who are available at short notice. The up-and-coming young entrepreneurs Abdul Rauf and NRI Farhan Sadat are the founder and co-founder respectively of The Voice of Blood Donors.

The blood banks in DK district has been facing acute scarcity of blood since many years. The accident victims and those who need frequent blood transfusion are worst affected by this life threatening issue.

Meanwhile, the founders of The Voice of Blood Donors who were determined to contribute their mite united under one platform for this noble cause. Its members from different faiths, caste and creed are involved in this humanitarian deed that has been commended by district administration, Lions Club and other social welfare organization.

Abdulla Monu Moideen, a well-known non-resident Indian (NRI) entrepreneur and dedicated social worker, has been chosen to receive the prestigious Dakshina Kannada District Rajyotsava Award this year.

Recognized for his long-standing contributions to community service, Moidin has been actively involved in various social initiatives for over 30 years.

In addition to his social work, Moidin has been in the automobile business for 23 years. He is the founding president of the South Kanara Muslim Association and currently serves as the president of the Karnataka Cultural Association in Doha, Qatar.

Additionally, he holds the position of vice president at Tulu Koota in Doha and is actively involved with numerous other social organizations.

Vartha Bharati’s Pushparaj BN among recipients of DK Rajyotsava Awards 2024

Mangaluru: 

The Dakshina Kannada District Rajyotsava Awards for 2024 will honor 62 individuals and 20 organizations for their contributions to society.

Among the individual awardees are Vartha Bharati’s Mangalore Bureau Chief Pushparaj B.N., non-resident Kannadiga Abdullah Monu Moideen, and social workers Hanif Haji Goltamajalu, Suhail Kandak, and Babu Pilar.

The list of honored organizations includes The Voice of Blood Donors and Munsuru Yuvaka Mandal, which have been recognized for their service to the community.

The awards will be presented by Dinesh Gundu Rao, D.K. District In-charge Minister, with Speaker UT Khader attending as a special guest.

The ceremony is scheduled for November 1 at 9 a.m. at Nehru Maidan in Mangalore, as part of the Kannada Rajyotsava celebrations.
