Edupreneur Mahbubul Hoque receives “Governor’s Award for Excellence in Public Service -2022”

Acknowledging and expressing appreciation for outstanding accomplishments, the Governor of Meghalaya Shri Satya Pal Malik has conferred the highest and prestigious award, “Governor’s Award for Excellence in Public Service-2022” upon Shri Mahbubul Hoque, Chancellor of the University of Science and Technology Meghalaya for his pioneering and outstanding contribution in the field of Higher and Technical Education, , one who established all his educational institutions mainly in rural areas of Meghalaya and Assam.

Padma Shri Ms Trinity Saioo, a school teacher who led a silent revolution mobilising more than 800 rural women to set up Self Help Groups for growing turmeric through organic farming methods, also received the Governor’s Excellence Award on the same occasion.

The conferment of the awards by the Hon’ble Governor was held yesterday evening at the Raj Bhavan Shillong in the presence of an august gathering.

Accepting the Award, Mahbubul Hoque thanked the Hon’ble Governor and the people of Meghalaya for giving him the opportunity to serve the society spreading higher and technical education as well as various outreach activities.

He recalled the cooperation extended by Late Dr Donkupar Roy, former LS Speaker and Chief Minister P. A. Sangma and the former Governor R.S. Mooshahary and overall support by the officers.

Conferring the excellence awards, the Hon’ble Governor Shri Satya Pal Malik said that Mahbubul Hoque is a visionary educationist and passionate in institution building targeting rural areas. His dedication, selfless contribution for the cause of education has created an impact in the education sector which has been observed by every person. “Shri Hoque is a passionate visionary who relentlessly works to build a self-reliant society through need-based education by establishing institutions”, he said.

Earlier, delivering the welcome address, Shri Pravin Bakshi, IAS, Commissioner & Secretary to the Governor said that this Award is the first step taken by the Meghalaya Governor’s office as a part of Azadi Ka Amrit Mahotsav in recognizing individuals for their remarkable public service.

Born to a rural family at the remote Purabgul village in Assam’s Karimganj district, Mahbubul Hoque had a turbulent early life as he lost his parents and supportive elder brother during childhood. He had to earn by doing private tuitions and selling home grown vegetables in the local market to continue his studies. A Masters in Computer Science from the prestigious AMU, he got lucrative job offers from MNCs and IT industries of the country as well as abroad but he decided to come back to his native place with a vision and embarked on a career of educational entrepreneurship.

His humble journey began with 1 computer and 4 students from a rented room in Guwahati, with only 85 rupees in his pocket. He assembled computers and sold them in the market to earn revenue to set up a computer lab. Initially, challenge was such that even landlords were unwilling to rent him in view of his financial condition. However, his study center Central IT College became the second-best study‐center of Manipal Group in the whole country. There was no looking back.

In order to strengthen the education infrastructure of the North East, Mahbubul Hoque set up the Education, Research and Development Foundation (ERDF) in 2005 under his chairmanship. A number of pioneer educational institutions were established under ERDF umbrella catering education from KG to PG to Ph.D. through two CBSE affiliated Senior Secondary Schools, one AICTE approved Engineering College, two PCI approved Pharmacy Colleges, one BCI approved Law School, one AICTE approved Business School, one NCTE approved B. Ed. College, one Women’s College and his largest dream venture—University of Science & Technology Meghalaya where more than 5000 students are now pursuing higher education. The University has been accredited “A” Grade by NAAC in its 1st Cycle of assessment in 2021, a rare achievement. USTM is now placed among the top 200 universities of India in NIRF-2022 Ranking.

The institutions set up by him are imparting quality education to more than 10,000 students, of which 35% are from indigenous tribes, 20% belong to underprivileged backward classes and receive Free Education, 80% from rural areas, 57% are girl students. More than 1200 teaching, administrative and non-teaching staffs are working for the growth of the institutions under his dynamic leadership. One of the most important features of the university is that more than 30 community and tribe students from the whole of north eastern states are studying in the university.

A recipient of ‘Shikshacharya Award-2019’ bestowed by Asam Sahitya Sabha and many such awards for his contribution in the field of higher education including the recent Community Excellence Award to USTM by UNESCO.

Mahbubul Hoque has initiated numerous welfare activities such as Endowment Funds, Emergency Medical Assistance, Interest-Free Loans, Relief drives, Health camps, etc.

He is extremely sensitive about environmental protection and efficient use of energy which reflects in adopting Green Campus Initiative for which USTM has already received many awards under the sustainable development goals of the UN.

Under the USTM Neighbourhood Mission, various departments of USTM have adopted neighbouring villages and children from these villages are availing free and concessional education in the University. A unique initiative of Mahbubul Hoque is the introduction and implementation of the Pay Back Policy under which students who clear competitive examinations are given back their entire course fee.

The future roadmap of USTM encompasses Research and Extension activities focussing on rural education and achieving its Milestones. He has set up Milestones to make USTM a World Class university by 2030 facilitating the state of Meghalaya as a global education destination by attracting students and scholars from across the world and nurturing local youths creating a global community. His current dream project is a Medical College and Hospital in Meghalaya with cutting edge research facilities. Establishing a women’s university in his native place Karimganj is another dream project submitted to Govt of Assam for enactment.

Maeeshat Media Pvt. Ltd, India’s first media outlet dedicated to covering economic activities of minority communities, has given away its 11th edition of business awards at the Golmez Edupreneur Conference held in association with the University of Science and Technology Meghalaya (USTM) here today. Mahbubul Hoque, Chancellor of USTM and P. A. Inamdar, Founder President, Azam Campus, Pune was conferred with Edu Doctor Award-2022 while Dr Abdul Qadeer, Founder Chairman, Shaheen Group, Karnataka was conferred with the Edupreneur of the Year Award.

The keynote address of the conference was delivered by Dr Frank F Islam, Chairman and CEO of FI investment group, USA. The conference has been attended by economic experts, business leaders, entrepreneurs, social workers, and professionals from across India.

Addressing the gathering of entrepreneurs, P. A. Inamdar urged, “Let us not talk about anything negative. We have to talk how much we have achieved and how far we have to achieve for development.” Emphasizing on imparting spoken English in all vernacular medium schools, he said that technology can create a much better environment and contribute to educational progress. He suggested all to think about how to empower neighbourhood small institutions.

Delivering the keynote address in the inaugural session, Dr Frank F Islam emphasized on the need for edupreneurship in India. “Much has been done for the development of education among the minorities in India, and unfortunately much remains to be done”, he said.


Welcoming the guests, Mahbubul Hoque said that through institution building one can change the environment of a particular place and bring progress to the people of the area. He thanked all the participants for coming over to the North East and for their desire to contribute for the development of the people through promotion of education. “We as Indians have to think for development of every citizen, not simply of the minorities”, he added.

Speaking on the occasion, Prof G. D. Sharma, VC, USTM mentioned about National Education Policy-2020 and said that USTM is preparing 82 teachers for technology oriented courses so that the university becomes a global university through technology. “We have to establish peace in the North East region though the means of education”, he added.

A magazine of Maeeshat Media was released on the occasion by M. Nurul Islam, Founder General Secretary, Al Ameen Mission, Kolkata and other dignitaries.

Torchbearer Mahbubul Hoque Turns Guiding Force for Northeast Edupreneurs

Mahbubul Hoque, who has set up eight mega educational institutions and a university in 19 years, has turned out to be a guiding light for scores of people in northeast India.

With only one computer, four students, and just Rs 85 in his pocket in February 2001, Hoque has now emerged as one of the most influential edupreneurs of India. He is the founding Chancellor of the University of Science & Technology, Meghalaya (USTM), the first private university on science and technology in the entire northeast.

The university with a student strength of over 5,000 from all the eight northeastern states is empowered by the University Grants Commission (UGC) to award degrees as specified by the UGC.

Besides the USTM, Hoque, being the founding Chairman of the Education Research and Development Foundation (ERDF), has set up nine other educational institutions in the region with a total student strength of 7,500.

These institutions include two CBSE affiliated schools, one AICTE approved engineering college, one law school, one B.Ed. college, one AICTE approved business school, one women’s college, two PCI approved pharmacy colleges in addition to one centre for coaching and guidance centre, and one educational rehabilitation centre.

Distinguished personalities including former President A.P.J. Abdul Kalam, Nobel laureate Kailash Satyarthi, former ISRO Chairman A.S. Kiran Kumar and former UGC Chairman Ved Prakash had visited the University of Science & Technology, Meghalaya (USTM) and gave speeches in a number of events and convocations.

Speaking to IANS, Hoque said: “My institutions provide quality education from KG to PG to Ph.D levels. Out of the total number of students, more than 20 per cent belong to underprivileged backward classes who avail free education in each of the institutions where around 750 people work under the ERDF in different positions.”

“After securing the second rank in Master of Computer Applications (MCA) from the Aligarh Muslim University in 2000, I got lucrative job offers from multinational companies, both within the country and abroad. But I returned to my region and started my career as an educational entrepreneur with a strong determination to change the educational scenario of northeast India,” the 47-year-old edupreneur told IANS.

“The key focus of my vision is to provide apt teaching to poor and meritorious students of the northeast region. Of the over 5,000 students currently enrolled in USTM, over 1,200 students are availing free education. Nearly 90 per cent of USTM’s students belong to rural areas, over 38 per cent are tribals and 57 per cent are girls. The university and the other eight institutions run only on the contributions of the students,” Hoque added.

He said that more than 15 vice chancellors from different universities across the country are directly associated with the USTM, while many top personalities, including former President A.P.J. Abdul Kalam, Nobel laureate Kailash Satyarthi, former ISRO Chairman A.S. Kiran Kumar and former UGC Chairman Ved Prakash had visited the varsity and gave speeches in a number of events and convocations.

Terming the USTM as a people’s university, Hoque said it has hundreds of collaborative projects with a large number of reputed educational institutions and universities in India and abroad, including the Jawaharlal Nehru University in Delhi, IIT Guwahati, National Institute Rural Development, North East Space Application Centre, University Grant Commission in Bangladesh, Dhaka University and several institutions in Turkey.

Over the years, the USTM has turned into a higher education hub of northeast India.

The annual three-day flagship programme — North-East Graduate Congress — sees the participation of more than 10,000 students from over 300 colleges in eight states. More than 30 ethnic communities and languages across the region come together to gain knowledge about the various new career options, enhance their inherent skills.

“This amalgamation of cultural diversity not only creates awareness, but also a sense of inclusiveness and brotherhood thereby paving the way of nation building,” he said.

For his contributions to the field of education, Hoque has received many awards, including the prestigious Shikshacharya Award 2019 bestowed by the Asom Sahitya Sabha.

He said that the USTM, located along the Assam-Meghalaya border in Ri-Bhoi district of Meghalaya, has a strong determination to continue its mission of spreading education to every nook and corner of the region.

The annual three-day flagship programme — North-East Graduate Congress — sees the participation of more than 10,000 students from over 300 colleges in eight states.

“The USTM has charted out a roadmap for its way ahead, ‘Mission Bronze’ – to make it a top university in the east by 2020, ‘Mission Silver’ – to become one of the top universities in the country by 2025, and ‘Mission Gold’ – to become a world class university by 2030,” he said.

Hoque said that ERDF has a plan of establishing a number of institutions for the betterment of education, especially in the rural areas.

He said that some of the upcoming projects include 10 more CBSE affiliated schools in rural and backward places of the northeast region, five B.Ed colleges, a medical college and hospital with allied healthcare institutions, one educational TV channel, and one newspaper each in English and Bangla emphasising on education. — IANS

Assam’s first Muslim woman IAS Fardina felicitated

On this past 3rd May, a history was created very silently in Assam by a young Muslim girl. Umme Fardina Adil did what female members of her Muslim community in the Northeast state could not do in the last 66 years of Independence. By cracking India’s most coveted Civil Services examination, Fardina became first Muslim woman to become IAS in Assam. Her historic achievement could not be hidden long.

Umme Fardina Adil, a resident of Hatigaon in Guwahati, was felicitated by ERD Foundation and other organisations for her success in the Civil Services exam 2012 whose results were announced on 3rd May.  In the list of 998 successful candidates this year, Fardina got 319 rank.

Speaking at the function organised at Regional College of Higher Education (RCHE) in the city on Sunday, Mahbubul Hoque, Chairman ERD Foundation said, “Assam gave the only President of India from the North East – Fakhruddin Ali Ahmed. Assam also gave the first and only Muslim woman Chief Minister of the country – Anwara Timur. But it took Assam 66 years to produce the first Muslim woman IAS officer – Umme Fardina Adil.”

Hoque also informed the audience that the entrance test and interview of minority candidates opting for coaching for the IAS exam of 2014 was conducted at the same venue in the morning. It was organised by Zakat Foundation of India (ZFI) and coordinated by ERDF. The felicitation for Fardina was arranged in the afternoon to facilitate her interaction with all the aspiring minority community IAS candidates of 2014 from Assam who were also present at the venue.

Dr Ikramul Haque, Atiqur rahman Siddiqui and Mohammed Aleem from the Zakat Foundation of India, New Delhi were also present on the occasion.

Speaking during the felicitation programme, HN Das, former Chief Secretary of Assam & Director, Fakhruddin Ali Ahmed Coaching Centre for Civil Services Examinations Guwahati said, “Financial hardship should not be a reason for not being able to sit for IAS examination. Now there are many organisations to support meritorious students to prepare for competitive examinations.”

Prof PK Abdul Azis, Vice Chancellor, University of Science & Technology Meghalaya, who was also a member of the IAS interview board for several years congratulated Fardina and offered her flowers and gifts on behalf of the University. Sabur Tapader and Ahmad Hussain offered gifts to Fardina on behalf of Unity Education Foundation and Pragjyotish Group of Institutions respectively.

Fardina, a former student of Disneyland School and Cotton College of Guwahati, informed the audience that she cleared the IAS in her first attempt and with about 8 months of preparation putting in about six hours every day. She said, she depended on newspapers and Wikipedia for gathering knowledge about new topics and never referred to any guide books.

Fardina encouraged the aspiring candidates for developing a politically neutral view and showing an aptitude for analytical dissection of the subject in question. She also asked the young generation to be socially committed, stressing that this attitude would see them through in any interview.
