Adiba Anam becomes Maharashtra’s first Muslim woman IAS officer, daughter of an auto-rickshaw driver

 The Union Public Service Commission (UPSC) declared the results of the 2024 Civil Services Examination on April 22, with 1009 candidates clearing one of India’s most competitive exams. Among them, Adiba Anam has made history by becoming the first Muslim woman from Maharashtra to be selected for the Indian Administrative Service (IAS).

Hailing from Kalam Chowk in Yavatmal, a small town in eastern Maharashtra, Anam secured an all-India rank of 142. Her achievement has been widely hailed as a breakthrough for both women and minorities in the state. Her father, Ashfaq Ahmed, earns a living by driving an auto-rickshaw.

Raised in modest circumstances, Anam completed her schooling in Urdu medium from a local Zilla Parishad school. Despite limited resources, she consistently excelled academically—scoring 94% in her Urdu board exams and 92% in 12th grade with a science stream.

Speaking to India Tomorrow, Anam recounted her journey through UPSC. Her first attempt in 2021 ended at the preliminary stage. Undeterred, she progressed to the mains in her second attempt, and finally, in her fourth attempt, clinched success with a rank likely to earn her an IAS cadre.

“My parents never asked me to give up on my education. There were people who suggested I take up a small job to ease our financial burden, but my parents never let those voices affect me,” she said.

Anam noted the social barriers women often face in her community. “Yes, girls do face restrictions. But these challenges only overpower us if we allow ourselves to feel weak. Once we build our mental strength, those obstacles lose their power,” she said. Her message to young women: “Stay mentally strong. Chase your dreams with courage and determination.”

Initially aspiring to become a doctor, Anam couldn’t clear the NEET exam. It was then that her uncle, Nizamuddin Sheikh—a local NGO secretary in Yavatmal—encouraged her to consider civil services as a way to serve the public.

Adiba Anam draws inspiration from the poetry of Allama Iqbal. Two couplets, in particular, fuel her determination:

“Khudi ko kar buland itna ke har taqdeer se pehle, Khuda bande se khud pooche, bata teri raza kya hai, ” meaning, “Elevate your selfhood to such heights that even destiny, before shaping your fate, is compelled to ask you: ‘Tell me, what is it that you desire?’”

This powerful verse emphasizes self-empowerment, urging individuals to strengthen their character and willpower to such an extent that even fate bows before their determination.

“Amal se zindagi banti hai jannat bhi jahannam bhi, Yeh khaaki apni fitrat mein na noori hai na naari hai.” This translates in English as “Through actions, life can become either a paradise or a hell. This being (the human) made of dust is by nature neither angelic nor demonic.”

The couplet underscores the idea that our actions determine the quality and direction of our lives. Human beings are not inherently good (like angels) or evil (like demons); it is their actions (amal) that shape their destiny and define their identity.

Explaining the two couplets, she said, “These lines remind me of the power of action. If you just sit still, nothing will change. But if you act, if you try to change your situation, something will definitely happen,” she said.

Anam’s journey—from a small-town Urdu-medium student to a future IAS officer—stands as a powerful story of resilience, ambition, and the transformative potential of education.

Kashmir: Muneeb Bhat, Haris Mir realised their ‘yeh dil mange more’ dream by clearing UPSC

Two out of 12 aspirants from Jammu and Kashmir who qualified for the UPSC Civil Services 2024 have followed their passion for “Yeh Dil Mange More” (My heart wants more) and improved their rankings in the administrative services for which they had already qualified.

The duo is Mohammad Muneeb Bhat from Anantnag district of South Kashmir (AIR 131) who is already serving the J&K government after clearing the JK Public Service Commission examination; and Mohammad Haris Mir, AIR 314 from Kupwara district of North Kashmir.

Haris Mir hit the All India rank of 345 in the UPSC Civil Services examinations of 2023 and has improved his rankings.

Interestingly, a woman – Iram Choudhary from Rajouri district of Jammu region – is the topper from the UT with AIR 40.

Mohammad Muneeb Bhat, son of the government teachers from Anantnag town of South Kashmir, had set his goal of joining the civil services while pursuing his Civil Engineering degree at the Lovely Professional University in Punjab.

He told Awaz-The Voice that he started preparing for the coveted UPSC exam soon after completing his Engineering degree. He took the exam in 2017. “The motivation for civil services came from those already qualified persons from J&K like Shah Faesal (2009) and Athar Aamir Khan (2016), though there has been a considerable number of UPSC qualifiers over the past about two decades.

“I continued to achieve the goal” till my success in the last attempt this year”, Bhat said. He stayed in Delhi to attend different institutions including the Residential Coaching Academy (RCA) at the Jamia Millia Islamia.

While preparing for the UPSC examination, Mohamad Muneeb Bhat qualified for the J&K (UT) PSC examination in 2023 and was allocated the J&K Police Services. He is presently undergoing probation with the UT government.

His father, Mohammad Ashraf Bhat retired as a Zonal Education Officer (ZEO) last year, while his mother recently retired from service.

Mohammad Haris Mir qualified for the UPSC with AIR 345 last year but made yet another attempt to achieve a higher rank. He was allotted Revenue Services ((IRS) and is presently undergoing probation at the National Academy of Direct Taxes (NADT) in Nagpur.

“To achieve a higher rank, I prepared during my probation”, Mohammad Haris Mir told Awaz The Voice from Nagpur. “The motivation (to achieve a higher rank) was like any other aspirant and the hard work has been fruitful”, he said.

As it’s permitted, Haris took leave fromn the Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie, to prepare for the mains of the 2024 examinination and later joined the  Uttarakhand, and took leave to prepare for mains of the Civil services 2024. He later joined NADT at Nagpur.

Mohammad Haris was also motivated by the success of senior bureaucrats like Shah Faesal and Athar Amir. He qualified for the UPSC on the first attempt last year.

Though his father is a doctor, Haris opted for the humanities. Hailing from a remote area of Handwara in the border district of Kupwara, Dr Mir had shifted to Srinagar as he was posted in the Oncology Department at the SKIMS Hospital, Soura in Srinagar.

After completing the XII examination, Haris, 26, joined the 5-year degree course in Law, B A, LL.B from the Jamia Millia Islamia, Delhi. Though Jamia Millia Islamia offers free coaching to students from minority communities for the UPSC examinations (Residential Coaching Academy) Haris preferred to prepare without joining coaching classes. “Soon after completing his Law degree, I began to prepare through self-study for the UPSC examination….it was a full year of studies involving hard work, which led me to clear the examination in the first attempt”, he told Awaz-the Voice

11 from J&K qualify UPSC exam; JKCCE-2022 topper Anmol gets AIR 7th

Against 16 candidates who cracked the prestigious Union Public Service Commission (UPSC) Examination-2022, a total of 11 candidates from Jammu and Kashmir have been declared qualified for the UPSC-2023, the result of which was declared today.


As per a statement issued by the Commission, a total of 1016 candidates qualified in the most coveted examination of the country, with Aditya Srivastava from Uttar Pradesh topping the examination followed by Animesh Pradhan from Odisha securing the second spot and Donuru Ananya Reddy from Telangana declared as the third topper.

Srivastava has done his graduation (Bachelor of Technology) in electrical engineering from IIT Kanpur. He has qualified for the examination with electrical engineering as the optional subject.
Animesh Pradhan is BTech in Computer Science from the National Institute of Technology (NIT) Rourkela, and Donuru Ananya Reddy possesses Bachelor of Arts (Hons) Geography from Miranda House, Delhi University.

Anmol qualified for the UPSC Civil Service Examination in her third attempt with Law as an optional subject. Daughter of retired J&K Bank Manager Rajiv Rathore and incumbent Principal Jyoti Rathore, Anmol received her early education at New Era Public High School Kishtwar and further schooling at GD Goenka School in Jammu. After successfully passing the CLAT examination in 2016, Rathore pursued her BA LLB degree at Gujarat National Law University (GNLU) in Gandhi Nagar, Gujarat, completing it in 2021. Elated over the impressive result in the UPSC examination, Anmol said, “I had never imagined that my name would figure in the top 10. But then there is a term called ‘hard work’ that always pays you back.”She credited her success to Almighty, her parents, peers, and digital platforms, which she used rigorously to achieve the feat. “With the blessings of Almighty, my parents never let me down. They created a support-system for my entire preparation. Without them, it wouldn’t have been possible,” said Anmol. She said she did her studies from her home, except some mock tests and Mains test series, she attended in Delhi. “Otherwise, I have prepared on my own using the material available online,” she said.

Regarding her message to aspiring civil servants from Jammu and Kashmir, she said, “I’d say the youth of this region have huge potential provided their energy is channelled in the right direction.” “Our youth can achieve anything, but they need to remain focused and committed in their mission by staying away from social evils like drugs that have become a concern for the entire society nowadays,” said Anmol. Her father, Rajiv Rathore, said he is elated to see her daughter’s name among the top 10 candidates of the country. “I don’t think there is any other way a daughter or a son can make her/his parents proud with. My daughter has been constantly making me, her mother, the entire family, and our region proud,” he said.


Son of Dr Chander Shekhar Gupta and Bandana Gupta, Arjun Gupta, a resident of Ramkote Tehsil in Kathua District, is among the other candidates who have made their region proud with an impressive All India Rank (AIR) 32 in the UPSC examination. He had formerly topped the Indian Economic Services (IES) examination in the year 2022.


Resident of Srinagar District, Manan Bhat, a former UPSC qualifier with All India Rank 231, has secured All Indian Rank (AIR) 88 this year. Currently allotted the Telangana cadre of the IPS, Manan is also the qualifier of the Jammu and Kashmir Combined Competitive Examination.


Resident of Jammu District Harnit Singh Sudan is another candidate from Jammu and Kashmir with AIR 177, Mohammad Haris Mir with AIR 345, Mohammad Farhan Seh with AIR 369, Aparajita Aryan from Jammu District with AIR 381, Dr Ghulam Maya Din from Gambhir Mughlan, Rajouri with AIR 388, Suvan Sharma from Maheshpura, Bakshi Nagar, with AIR 412, Seerat Baji with AIR 516, and Dinash Kumar with AIR 1003.


Resident of Dooru area of Anantnag District, Mohammad Farhan Seh, an engineering graduate, is a JKPS officer, who is currently serving as a DySP in the CID wing of the Jammu and Kashmir Police, and Seerat Baji, daughter of Baji Mushtaq of Kotranka, Rajouri, is also an under-training JKPS officer, Suvan Sharma is son of Dr T.R Raina, Former HoD Blood Bank GMC Jammu & Nirmal Sharma, Retired IAS Officer. He is under-training JKPS officer as DySP. Earlier, he qualified the exam of Assitant Registrar.

Lieutenant Governor of Manoj Sinha has congratulated Anmol Rathore and all other successful candidates from Jammu and Kashmir for qualifying in the prestigious examination conducted by the UPSC. He took to the micro blogging site X, formerly Twitter, to write, “Heartiest congratulations to Anmol Rathore (AIR 7) and all aspirants from J&K who have cleared UPSC CSE-2023. Your remarkable achievements will inspire youth of J&K. Best wishes to all the successful candidates.


The Commission has kept provisional the candidature of 355 other Candidates.
