Raffat Begum: How a begum’s emergence from the harem changed the lives of Rampur’s women

Raffat Begum was a gifted poet and wrote with the pen name ‘Asmat’ and took advice from Azhar Inayati, a renowned poet of Rampur. She also wrote several barsaati folk songs celebrating monsoons as did Nawab Raza.

The names of brides have vanished from wedding cards in Rampur. So, we are cordially invited to the wedding of ‘Arif Khan, S/o Samiullah Khan to the daughter (no name) of Wahidullah Khan’. Even the names of women are concealed from vocalization by disrespectful male lips. The nameless miasma enveloping our girls is a recent trend in Muslim etiquette of this erstwhile princely state. It negates the ninety year journey the women of the city have traversed–all the tiny and large steps of emerging out of the zenanas, educating themselves and finding a voice. Maybe the unnamed daughter getting married was educated at one of the local women’s colleges established by the erstwhile Nawabs and has ambitions that involve a becoming.

The emancipative journey of Rampur women began with the decision of a queen – Raffat Zamani Begum, wife of Nawab Raza Ali Khan– to leave the confines of the harem and become something more than a name. Nawab Raza (1930-1947), an enlightened ruler fully supported his wife in her decision and was possibly influenced by her in his very western and ‘modern’ outlook.  As the princesses and female members of the royal family followed Begum Raffat, there was a filtered down liberation among the women and girls of upper classes, and over the years a snowball effect that touched the lives of the of all classes of Rampur women.

Raffat Begum was the daughter of Sir Abdus Samad Khan, Prime Minister of Rampur under the colonial rule, an impeccable gentleman who traced his antecedents from the Najibabad royal family.  She was married to the crown prince, Raza Ali Khan, when she was five and he was six years old. The little bride sat on her grandmother’s lap, her heavy nath supported by her grandmother’s palm as the nikah ceremony was performed. The young daughter in law was granted all the paraphernalia of the future queen while still living with her father and had to attend court on special occasions. At a time when brides were given a new name and a title, her name was changed from Askari Begum to Raffat Zamani Begum.

When Raffat was thirteen, her father in law, Nawab Hamid Ali Khan (1894-1930) demanded that the rukhsati (going away ceremony) be performed. Raffat’s father insisted that they wait at least till the groom had completed his education. Raffat Begum wrote, and is quoted in her sister Jahanara Begum’s memoir, that the relations between the two gentlemen became strained. Finally, Nawab Hamid walked on foot from his Khas Bagh palace to the bride’s house, ‘Rosaville’, and the ceremony which usually took days was performed in a few hours; Raffat Begum left her paternal home amidst  songs extolling the valiant Rohilla Nawabs and martyrs of ancient battles.

The teenage couple began their married life often separated by the political intricacies and rules of the harem. Oral history says that they were not allowed to live together for seven years and Raffat Begum was declared infertile after her first son was born. Raza was forced to take a second wife by his father and stepmother. The women of Raffat Begum’s family did not practice strict purda. Her mother was the daughter of the regent of Rampur, General Azamuddin Khan (1888-1891) who had earned the ire of the maulvis of the time for his ‘kristaan’ viewpoint and his championing of female education. Some say he was murdered because of his radical outlook. It is therefore unsurprising that the educated Raffat Begum rejected the claustrophobic harem life she had endured for the first ten years of her married life as soon as Nawab Raza came to power. The couple showed a proclivity towards the ‘modern’ and western lifestyle in all areas and Raffat Begum became a major mover in the drastic transformation of the Rampur durbar, the zenana and Rampur culture. Though not documented in written histories, the influence of Raffat Begum on the dress, cuisine and court etiquettes finds testimony in oral history.

Home tutored in English, Persian and Urdu, Raffat Begum entertained distinguished guests at royal banquets and sat for official pictures­­––the first pictures of women from the royal family. She wore latest western dresses, make up and was a chain smoker –– a ‘modern’ thing to do. In fact, she encouraged her children to smoke as it was considered fashionable. However, some women continued to live in the royal zenana ––more out of lack of choice and under confidence–– but there was no constraint on their movement. Given that Nawab Raza’s predecessor, Nawab Hamid confined his women to a sequestered life behind the laal purda, this was the beginning of a drastic change in the thought process and lifestyle of elite Rampur women.

The young princesses were sent to a boarding school after being brought up by British nannies in a strictly regimented nursery. Emulating the new trend, the elite landowning families and those associated with the court started educating their sons and daughters at boarding schools. So, my mother and her siblings were sent to La Martinere in the 1950s. The 1960’s saw Rampur’s first female doctors, teachers, writers and lawyers ––aspirational models for young girls studying in government colleges now housed in the old palaces and zenanas of yore. Nawab Raza gave a lot of emphasis to education particularly female education and the girls from ordinary families were now sent to girls’ schools in the city after initial misgivings. Covered rickshaws and thelas (carts) transported the burqa clad young ladies to schools. My mother became a doctor in 1967 and the women of my family practiced a flexi-veil where they would cover their heads, sit in curtained cars in Rampur and don sarees and bellbottoms outside of Rampur.

Begum Noor Bano, her daughter in law and ex-Member of Parliament, recalls the after-dinner dastan sessions with the children and grandchildren gathered around their beloved ‘Mummy’.  The dastans were later written down by a scribe.

Mapara Begum, a court singer, says she would give importance to the lowliest person and welcome everyone with warmth. Which is why she was fondly called Raaj Maata, the queen mother of Rampur.

A few years after Nawab Raza’s death in 1966, Raffat Begum moved back to her father’s place, Rosaville, with her retinue of servants. It was an empty house. Her parents had passed away and her brothers and sisters had left in pursuit of their lives and careers. Life had come a full circle. She passed away at Rosaville in 1986 – an elegant begum, spirited and dignified till the end. Her plaintive lines are still echo on the lips of old timers:

“Aisey beemaar ki dava kya hai,jo batata nahi hua kya hai;

Kaun suntan hai is zamaney mein, kis se kahiye iltija kya hai.”

How can a person who cannot describe her ailment find a cure?

Even if I could find words for my pleas, would my entreaties find listeners.

Receiving yet another invite to the marriage of an anonymous daughter, I tried to remember the names of the wives of acquaintances and distant relatives. I came up with Naeem mamu ki biwi, Munney sahib ki ammi etc. etc. We are all guilty of using the blanket term bhabhi or khala to address the married women of various ages; we are introduced as wives, mothers and granddaughters. I used to laugh at the old style of explaining connections––‘Munney mian ki beti Shaddan Khan ke ghar mein hai’, indicating that Munney mian’s nameless daughter is married to Shaddan Khan. We have accepted an anonymous existence here and it is only logical that our girls get shrouded in namelessness on their wedding day.

18 Muslim Women Made It To Lok Sabha Since Independence; 13 Of Them Dynasts: Book

That women were always under-represented in the Lok Sabha is a known fact, but Muslim women members have been a greater rarity with only 18 making it to the Lower House since independence, according to a new book.


And while dynastic politics may not be conducive for democracy to deepen its roots, it has played a positive part in giving chances to Muslim women, with 13 out of the 18 being from political families.

From royalty to a tea vendor-turned-politician’s wife and from a first lady to a Bengali actress, the 18 Muslim women who treaded the hallowed corridors of power in the Lok Sabha are an eclectic mix, with each of them having an interesting backstory, but one common thread — their path to power was always strewn with struggle and hurdles.


The story of these 18 Muslim women has been chronicled in an upcoming book– ‘Missing from the House — Muslim women in the Lok Sabha’ by Rasheed Kidwai and Ambar Kumar Ghosh.
Kidwai says he wanted to document the profile of 20 Muslim women who made it to the Lower House, but two of them — Subhasini Ali and Afrin Ali — had openly proclaimed that they did not follow Islam.


“Only eighteen Muslim women have made it to the Lok Sabha since the first parliamentary polls in 1951-52. It is a shockingly abysmal figure, considering Muslim women are about 7.1 per cent of India’s 146 crore population. Out of the 18 Lok Sabhas constituted till 2025, five times the Lok Sabha did not have a single Muslim woman member,” Kidwai and Ghosh write in their book, published by Juggernaut and will be released next month.


Equally shocking is the fact that the number of Muslim women elected to Parliament in one tenure never crossed the mark of four in the 543-seat lower house of Parliament, the book points out.
The book also notes that none of the five southern states — Kerala, Tamil Nadu, Karnataka, Andhra Pradesh and Telangana — otherwise known for better political representation than the North and with better literary levels and other socio-economic indicators, have not yet sent a single Muslim woman MP to the Lok Sabha.


The 18 Muslim women who made it to the Lok Sabha include Mofida Ahmed (1957, Congress); Zohraben Akbarbhai Chavda (Congress, 1962-67); Maimoona Sultan (Congress, 1957-67); Begum Akbar Jehan Abdullah (National Conference, 1977-79, 1984-89); Rashida Haque (Congress 1977-79); Mohsina Kidwai (Congress, 1977-89); Abida Ahmed (Congress, 1981-89); Noor Bano (Congress, 1996, 1999-2004); Rubab Sayda (Samajwadi Party, 2004-09); and Mehbooba Mufti (People’s Democratic Party, 2004-09, 2014-19).


The other Muslim women who entered the Lower House are Tabassum Hasan (Samajwadi Party, Lok Dal, Bahujan Samaj Party 2009-14); Mausam Noor (Trinamool Congress 2009-19); Kaisar Jahan (Bahujan Samaj Party, 2009-14); Mamtaz Sanghamita (Trinamool Congress 2014-19); Sajda Ahmed (Trinamool Congress 2014-24); Ranee Narah (Congress, 1998-2004, 2009-14); Nusrat Jahan Ruhi (Trinamool Congress, 2019-24); and Iqra Hasan (Samajwadi Party, 2024-present).


A dominant political figure who made an indelible mark on Indian politics was Mohsina Kidwai.
She not only entered the Lok Sabha but also went on to join the council of ministers and hold several portfolios, including labour, health and family welfare, rural development, transport and urban development.


Another fascinating personality that the book talks about is the wife of Mohammad Jasmir Ansari, a tea vendor-turned-politician. In 2009, Kaisar Jahan, wife of Ansari, won a fiercely fought four-corner contest even though she had barely thirty-five days to prepare and campaign.
As 2009 Lok Sabha polls neared, Mayawati summoned MLA Jasmir and Kaisar Jahan to Lucknow.
“Jasmir and Kaisar stopped at ‘Sharmaji ki Chai’ in Hazratganj before heading to the chief minister’s residence. Jasmir was anticipating a ministerial position, but instead, Mayawati came straight to the point by asking him to contest the polls. The lingering taste of chai vanished quickly as Jasmir struggled, looking tentatively at his wife for an answer. Mayawati, a politician among politicians, sensed his unease. She directly asked Kaisar: ‘Tu ladegi? The answer came immediately and spontaneously from both Jasmir and Kaisar-yes,” the book narrates.


There is also a first lady among the 18 Muslim women – Begum Abida Ahmed, wife of the country’s fifth president, Fakhruddin Ali Ahmed.


Over four years after Ahmed passed away in 1977, Abida Ahmed agreed to fight a Lok Sabha by-election from Bareilly, Uttar Pradesh, in 1981 and won, becoming the first and only First Lady of India to have entered the competitive arena of politics.
She won again in 1984, making it two in a row from Bareilly.


Begum Noor Bano, originally Mahatab Zamani and the widow of the former ruler of Rampur, was royalty who was a key figure in the political landscape of that area and fought many battles with Azam Khan of the Samajwadi Party and Jaya Prada, who also contested on an SP ticket.
Her husband, Nawab Syed Zulfikar Ali Khan Bahadur, belonged to the Rohilla dynasty and was popularly addressed as ‘Mickey Mian’. He was killed in a freak road accident in 1992 while returning from New Delhi to Rampur.


Noor Bano won the 1996 and 1999 Lok Sabha polls, but her electoral battles with Jaya Prada in 2004 and 2009 ended in defeats.


Among the 18 Muslim women, Bengali actress Nusrat Jahan Ruhi also broke a number of glass ceilings as she went on to win the Lok Sabha polls on a TMC ticket in 2019.


In the current Lok Sabha, there is just one Muslim woman MP, and that is SP’s Iqra Hasan Choudhury. From earning the distinction of being one of the youngest MPs after defeating a veteran leader from the BJP to becoming the centre of social media discussion as a young, London-educated Muslim woman leader, Iqra Hasan has appeared to have carved out a space for herself in the public imagination.


In his foreword to the book, Congress MP Shashi Tharoor writes, “Nearly seventy-eight years have passed since that portentous stroke of midnight on 15 August 1947, when Pandit Jawaharlal Nehru proclaimed a ‘tryst with destiny’ and India awakened to ‘life and freedom.’ …Yet even after almost eight decades, a shameful reality, which should deflate our self-congratulatory fervour over our democratic track record, still haunts us.”


“Not everyone has found ‘utterance’ in the world’s largest democracy, many of whose towering leaders eulogize it as the ‘Mother of Democracy.’ This self-serving description is enabled, in part, by a too-pliant news media, an ineffectual civil society and a menaced academic class, so that no one dares point out the irony inherent in the claim,” Tharoor says.


“Although we depict India as a doting mother nurturing and nourishing a clamorous, combative and chaotic republic, corrupt and inefficient, perhaps, but nonetheless flourishing, the truth is that throughout our democratic history, we have consistently failed our women citizens: failed to afford them, in the thoroughfares of our country, a life of dignity and decency,” he says. Rampur Royals were patrons of art, literature and cuisine

In December 2021, I came across a report in a newspaper that said, “After almost 50 years of legal battle, the Rampur District Court has ruled in the Rampur Nawab family’s property dispute. The property will now be divided among 16 legal heirs. Raza Ali Khan, the last Nawab of Rampur, died in 1966. After a long legal battle, the court has announced the division of his property worth Rs 2,664 crore.”

The Nawab family of Rampur with its glorious history is still important played in Rampur and its surrounding districts. While the family ruled the state for a long time, its members joined the institutions of independent India like Parliament and legislative Assembly. Former Members of Parliament Mickey Mian and Noor Begum belong to the family. Many members of this Royal family have played an important role not only in politics but also in promoting the culture, patronizing poets, writers, musicians, and other creative artists.

Before the independence, India was dotted with small states and one of them happened to be the state of Rampur, located in today’s state of Uttar Pradesh. It was founded by Nawab Ali Mohammad Khan, a Pushtun leader on 7 October 1774. There have been 11 Nawabs in the state including Nawab Faizullah Khan, Nawab Hafiz Rehmat Khan Barish, Nawab Muhammad Ali Khan, Nawab Ghulam Muhammad Khan, Nawab Ahmad Ali Khan, Nawab Muhammad Saeed Khan, Nawab Yusuf Ali Khan, Nawab Club Ali Khan. Nawab Muhammad Mushtaq Ali Khan, Nawab Hamid Ali Khan.

Raza Ali Khan was the last Nawab of Rampur. Rampur was one of the important States of the British in India as its rulers were plaint and supported the Raj even during the 1857 revolt. It was a 15 cannons gun salute State and its rulers owned a lot of wealth.

Before the independence, the Nawabs of Rampur used to have their own railway station with two special coaches always in readiness in the service of the Royal family. Whenever the Nawab family had to travel by train to Delhi, Lucknow, or elsewhere, they would board their coach and that was added to the passenger train. During the tenure of the ninth Nawab, Hamid Ali Khan the railway line was laid in the district. At that time, he had built a separate railway station for his use. It was close to the main railway station.

Interestingly the two railway coaches that have immense historic and antique value today are among the assets sought to be distributed among the progeny of the Raza Ali Khan. These were originally valued at Rs. 117.42 million. However, due to almost no maintenance, the price was halved.

Interestingly, these coaches had so many modern conveniences that even the heads of the state today can’t dream of. The coaches were equipped with 33mm and 16mm cinema projectors, cameras, imported radio transistors, and tape recorders. These provided all the luxuries like Bedding, chair, carburetor pillow, seat, silverware, glass, whiskey, beer bottles, English crockery, large cigarette and cigar box, silver footstep, eagle, silver canteen set, silver hooka, silver bed, sword, and various kinds of guns, etc.

The Nawab family’s properties include 1073 acres of land, mansions, palaces like Khas Bagh, Kothi Benazir, Lakhi Bagh, Kanda, and Nawab Railway Station, and immovable assets like arms, jewelry, etc. The valuables include silverware like six silver beds, 20 silver pandans, six khasdans, and 20 cigar boxes, and four hookas. Former Member of Parliament Begum Nurbano says that when she came to Khas Bagh in 1956 as a bride she slept on a silver bed. Khas Bagh was India’s first air-conditioned palace.

The state of Rampur was not only a political state but also a great patron of education, art, and culture. Nawab Yusuf Ali Khan was a friend of knowledge and also gave scholarships to scholars and students. He made Mirza Ghalib his consultant on literary matters and he became a student of Ghalib. He used to send a reasonable amount of money to Mirza as a stipend. In addition, hundreds of poets, including Mirzadagh Dehlavi, were patronized by the Nawabs of Rampur.

The Library

The Nawab of Rampur was a friend of knowledge. The symbol of his friendliness of knowledge is Raza Library which was once the largest library in India and it is still very important today. Thousands of rare books and manuscripts in Urdu, Persian and Turkish languages ​​are available here.

The Nawab of Rampur was also an epicurean. He had a whole army of cooks and chefs. These chefs would spend the whole day preparing high-quality food and experimenting with new flavors. Elders were invited to the Nawabi Dastkhwan. After the dissolution of the state, it became difficult for the Nawab to continue the Dasthar Khan.

The Nawabs of Rampur patronized traditional music at their court. Mehboob Khan was one of the greatest thinkers of the royal court of Rampur state. This tradition was followed by his sons Inayat Hussain Khan and Inayat’s brother-in-law Haider Khan and Mushtaq Hussain. It was here that the Rampur-Sahswan family of Indian classical music was born. Sahswan is in the present Badaun district.

After independence, the Nawab family took an active part in politics and Major Nawab Syed Zulfiqar Ali Khan Bahadur was the first from the family to be elected to the Lok Sabha. He was known as Mickey Mian. He was the second son of Nawab Sir Syed Raza Ali Khan Bahadur. In 1984 and 1989, he was elected to the Rampur Lok Sabha seat on a Congress ticket. It is also interesting to note that Mickey Mian represented Rampur in Lok Sabha for a long time but never spoke in the House.

After Mickey Mian, his wife Begum Noor Bano served as Member of Parliament in the 11th and 13th Lok Sabha. She was elected from Rampur on a Congress party ticket. Begum Noor Bano alias Mehtab Zamani Begum was born to Nawab Aminuddin Ahmed Khan who was the last ruling Nawab of Loharo (Bhiwani-Haryana). She was educated at Maharani Gayatri Devi Girls Public School, Jaipur.

She joined the All India Congress Committee in 1992 and was elected to the Lok Sabha in 1996. In the next election, she lost to BJP’s Mukhtar Abbas Naqvi. An aficionado of music and dance, Noor Banu is the patron of the Devi Foundation and the Rampur family. Bano is interested in historical and cultural Persian and Arabic books and research on environment and forest protection. She enjoys reading, painting, gardening, and music and is a member of several sports clubs across the country.

Micky Mian and Begum Noor Bano have three children. One of them is Nawabzada Syed Muhammad Kazim Ali Khan Bahadur. He was elected MLA several times and is also a Congress candidate in the current Assembly elections. His son Nawabzada Syed Haider Ali Khan Bahadur is also contesting the Assembly elections 2022.

In the current elections in Uttar Pradesh, the reputation and honour of the Royal family is also at stake. Samajwadi Party veteran Azam Khan, who has been elected an MLA from Rampur city nine times is contesting from inside the jail against his traditional rival from the Royal family Mohammad Kazim Ali Khan. Kazim Khan popularly known by his nickname of Navid Miyan is contesting as a candidate of Congress Party and is hoping to defeat the ‘tainted’ Azam Khan.

Besides, Azam Khan’s son Abdullah Azam is contesting from the Suar constituency where he is pitted against Naveed Mian’s son Hamza Mian.

The Nawab of Rampur

Azam Khan has dominated the politics of Rampur for 42 years. He has also held ministerial positions in the Samajwadi government four times. He has also been Leader of the Opposition and Member of Rajya Sabha. On the other hand, the Nawab family has also a great influence on Rampur. Naveed Mian Sawar has been MLA four times from the Tanda seat. Once he was also elected to Legislative Assembly from Bilaspur and was a minister too.

His father Nawab Zulfiqar Ali Khan alias Miki Mian has been a Member of Parliament five times and his mother Begum Noor Bano has been a Member of Parliament twice. Both the Congress and the SP have given tickets to the members of the Rampur Royal family. This time, Congress has given tickets to former MLA Naveed Mian as well as his son Haider Ali Khan alias Hamza Mian.

His obsidian eyes halt you till you reach the twinkle in their midst. You look again, and those deep dimples flanking his wide smile reach right into your heart. And then he speaks: he tells you tales of conquering heroes and lands won and lost; princesses from far lands who made India’s sons and daughters; gemstones and swords that filled coffers; a land, united and forged as one by the many layers of the legacy of the past.

Nawab Kazim Ali Khan, much loved among his friends as Navaid bhai, is one of the most precious custodians of India’s history and some of its invaluable treasures.

I met him first as Nawab Sahib, in his full reglia, when he leaned down with his statuesque Pathan grandiosity and said gently, “Call me Kazim.” I was facetiously outraged. “I love calling you ‘Nawab Sahib’,” I spluttered laughing. That didn’t last long. The bonhomie that the nawab exudes makes it hard to retain deference and address him by his title.

This was also the first of many conversations on the history of the Rampur dynasty, rewinding its track through accession and succession, the British Raj and India’s Independence, right back to the Marathas and the Mughals.

The Rampur state was created by the Rohila Afghan Pathans of Kandahar. The Yusufzai clan were originally traders. Their leader had two sons, Dawood and Kaisaf Khan. This was when the Marathas, a Hindu warrior sect, were fighting back the Mughal dynasty in the subcontinent. They had reached up to what is now northern Uttar Pradesh in victory.

By the 1700s, the Mughals engaged the services of the Pathans and the first battle pitted the Marathas against the Pathans in Fatehganj. The Maratha Peshwas were defeated and pushed down to Gwalior. In honour of this victory, the Mughals gave the Pathans eight districts in Rohilkhand. Dawood Khan moved to India, and this marked the beginning of the Rohila family saga in India. Faizullah Khan, one of the eight grandsons of Dawood Khan, inherited the kingdom of Rampur and was established as its first nawab.

During the British Raj, as the city of Rampur expanded, a new undertaking of building the Khas Bagh palace was begun. Built over several years and completed in 1930, it marries a variety of architectural styles. With India’s Independence came a new strain of history into the Rampur family. Nawab Raza Ali Khan was the first to merge his state into the Indian Union in May 1949.

And finally, in 1960, Noor Mahal, formerly the Viceroy’s representative’s palace, was turned into a haveli—as it stands now—for the birth of Nawab Kazim Ali Khan. He grew up there surrounded by his governess and staff, was fed food cooked in copper vessels, and had a daily appointment between 6 pm and 8 pm with his grandfather in Khas Bagh.

Noor Mahal, where Navaid bhai lives to this day, stands surrounded by his lush never-ending acres of farmland. The haveli holds priceless treasures: intricate vases, jade pieces of pottery, and photographs of the family beautifully installed by Queen Mother Begum Noor Bano and the current queen of Rampur, Begum Yaseen Ali Khan. Built in the classic British Raj style of architecture, with open verandahs circling the palace, Noor Mahal is where the heart of the family resides.

The Raza Library is the crown jewel of the Rampur dynasty. It stands tall and imposing, a precursor to the Indo-Saracenic architectural style, ensconced in acres of manicured gardens. The erudite Rampur nawabs had a passion for learning and collected over 22,000 manuscripts since the library was established in 1774 by Nawab Faizullah Khan.

They were also great promoters of women’s education. Begum Noor Bano, a descendant of Uzbekistan royalty, brought several manuscripts to Rampur as her bridal gift to the family. Today, the Raza Library remains one of the most important repositories of Indo-Islamic learning in South Asia. Its range of manuscripts stretches from Persian to Arabic, Pashto, Sanskrit, and Urdu. The collection includes the al-Qurani Majid, a priceless manuscript dating to the seventh century AD, and an illustrated Ramayana translated to Persian around 1715 AD.

Firm believers in the value of secularism and progressive thinking, the Rampur Nawabs were the only Islamic kingdom where the coronation ceremony was performed by a Hindu Brahmin pandit. With the advent of industrialisation, the far-sighted rulers realised that agriculture alone could not sustain the economy. Hence, the land was leased out to several manufacturers, including a distillery that produces the fabulous Rampur Single Malt Whisky today. With the birth of democracy in India, the instinct of the sovereign ruler of the time was to enter politics or the armed forces. Navaid bhai’s grandfather, Nawab Raza Ali Khan, was the honorary colonel of two infantries and an armoured regiment that participated in World War II to protect what was to become Indian territory post Independence.

Queen Mother Begum Noor Bano was the first female member of the family to successfully contest elections and win the seat of Rampur. This began a new era in the lives of the Rampur family. The seat of the nawabs was then moved to Noor Mahal so that they could move a little away from the swiftly expanding city of Rampur. This brings us to the present day when I find myself at this stunningly historic haveli to celebrate the wedding of Nawab Kazim Ali Khan’s second son.

The year 2020, with all its woes, brought this one joyous occasion for Navaid bhai to gather an intimate group of family and friends and celebrate the nikah of his second son, Haider Ali Khan, to the beautiful Shaukat Zamani Begum. Sufi music composed by Navaid bhai’s grandfather fills the haveli. An incredible performance of a whirling Sufi dancer puts us in a delicious trance. The exotic aroma of Rampur’s extraordinary cuisine titillates our olfactory nerves. And the melting flavours of the famous chapli kebab make our palates spiral into ecstasy. As our senses are soothed into sublime languor through three days of feasting, dancing, laughter, and love, we awake to the nikah on the final morning.

The pure pageantry of the ceremony is a joy to behold. Begum Zamani is clad in an intricately embroidered sharara that requires three bridesmaids to carry it; Nawabzada Haider is dressed up in his Pathan grandeur, with the family’s bejewelled heirloom sword; Navaid bhai is in a stunning rose ensemble and Begum Yaseen in delicate beige—the scene belongs to a different time, a few thousand years before 2020.

The dynasty is inclusive as always, and the rites are performed in Shia and Sunni traditions. And then the gentle, lilting sound of “Qubool hai” from the bride’s veil confirms her assent to the marriage to Nawabzada Haider, sending the guests into raptures.

The Pathani nawabs of Rampur have always adopted the Hindu rituals of their homeland, so they include a henna ceremony and an evening of dancing to celebrate the union.

The ceremony verifies everything the nawab has told me about his family, “Of the 300-odd sovereign states of the Union of modern India, there are only a dozen Islamic royal families. Ours has always believed in educating our women, and we have forever held a deep passion for art, literature, and music.” Rampur sparkles as a shining example of myriad traditions evolved into a singular culture, which spans thousands of years and retains a resplendence of its own in modern India.

47 years, 16 heirs, Rs 2,664 crore: Rampur Royals’ property dispute finally gets resolved

Rampur, UTTAR PRADESH :

After nearly 47 years of legal battle, the district court of Rampur has delivered the verdict in the Royal family property dispute. The property will now be divided among 16 legal heirs.

The last King of Rampur, Nawab Raza Ali Khan, died in 1966. A verdict on his Rs 2,664-crore property was reached today, after a nearly 47-year legal battle.

This Rs 2,664-crore property will be divided among 16 claimants as per the Sharia law, a district court in Rampur ruled Wednesday, December 8. The legal battle stretched on for nearly 47 years, and it was in November 2019 that the Supreme Court set December 2020 as deadline for the district court to resolve the dispute. But then, there was Covid, and delays followed. The verdict was reached yesterday.

THE STATE OF RAMPUR

Rampur came into existence on October 7, 1774, and it remained under British protection until Partition. It was also the first state that acceded to the dominion of India in 1949. The two conditions on which Rampur acceded was ownership of property, and right of primogeniture.

As per the instrument of accession, the government of India recognised Murataza Ali Khan, the eldest son of Nawab Raza Ali Khan, as the sole inheritor of all his father’s properties and also issued a certificate for this. Nawab Raza Ali Khan had three wives, three sons and six daughters.

ONE OF THE LONGEST CIVIL SUITS IN INDIA

The legal battle started around 1974, when Murtaza Ali Khan, the eldest son of Nawab Raza Ali Khan took over the property of the Nawab as per the gaddi system. His younger brother Zulfiquar Ali Khan, who is married to Lok Sabha MP Noor Bano Begum, along with other sons and daughters, filed a case against Murtaza Ali Khan. Since then, the issue was sub judice.

The reason given by Murtaza Ali Khan becoming the sole owner of his father’s property was one of the two conditions on which Rampur acceded to India in 1949.

SHARIA OVER GADDI SYSTEM

The District Judge on Wednesday delivered the judgement which ran into 34 pages. But the scheme of partition of the property is yet to be decided.

The Supreme Court in 2019 had ruled in favour of Muslim personal law, which certfiied 16 sons and daughters as the legal heirs of the property.

Originally, the Royal property was to be divided among 18 persons, but during the course of the trial, two claimants died and they do not have any heirs. Now, the property will be divided among 16 heirs. 

The Supreme Court in 2019 had asked for the evacuation of the property, and a plan for the division of the assets by a district court judge.

RS 2,600-CRORE ASSETS

The Khashbagh Palace, which spreads over 350 acres, is valued at approximately Rs 1,435 crore. The sprawling residence built in the year 1930 also hosted Mirza Ghalib, Begum Akhtar and Fida Hussein Khan.

Other immovable assets are Benazir Kothi and the orchard of 100 acres, Shahbad Castle of 250 acres, Kunda Orchard at 1,200 square metres, and the Nawab’s private railway station, which is around 19,000 square metres.

The value of the movable assets was conducted by a private interior commercial designing firm, who said they were worth Rs 64 crore. The movable assets are vintage cars (1939 Buick, 1954 Dodge Convertible, 1956 Austin Convertible, 1956 Willys, 1956 Fiat, 1957 Plymouth, and Fargo trucks). Other movable assets include paintings from 5 monuments, thrones, swords, statues, mirrors, carpets, etc.

THE MILLIONAIRE HEIRS

The property will now be divided among Late Murtaza Ali Khan’s daughter Nikhat, son Murad Miya, and claimants on the other side, which include Late Micky Miyan’s wife, former MP Begum Noor Bano, her son Naved Miya, among 16 heirs. Among these, Begum Noor Bano and MLA Kazim Ali Khan stay in Rampur only.

Other members of the Royal family stay in parts of Maharashtra, Bengaluru, California, Germany, New Delhi, Lucknow, and other parts of the country.
